WASHINGTON (AP) _ A top aide to President Clinton is giving no ground on campaign fund-raising.

Rahm Emanuel says the Democrats' use of so-called ``issue ads'' in the last election was perfectly legal.

On one videotape, Clinton is seen at a White House coffee, urging contributors to give large amounts to the Democratic Party. The party's ads are supposed to be independent of the Clinton re-election bid, but the president notes that the ads are helping him.

On ABC today, Emanuel defended the ads and said Republicans used them, too.

Republicans aren't buying that. Pennsylvania Senator Arlen Specter tells Fox that Clinton broke the law. And on ABC, House Judiciary Chairman Henry Hyde says it's clear there has to be an independent counsel.
