SEATTLE (AP) _ Retired Army Gen. Colin Powell came to talk about leadership, but the questions were mostly about his political future.

``I don't require new positions or promotions for satisfaction,'' Powell told about 600 people who attended his keynote address at the City University Leadership Conference. ``If the opportunity comes to go back into government and it looks like the right thing to do, then I'll do that. We'll just see what happens.''

Powell, chairman of America's Promise _ The Alliance for Youth, said lobbyists get too much attention in Washington, while programs for young people are neglected.

``There is too much money flowing from special interests,'' he said. ``The preference system fueled by campaign money is not good.''
