MINNESOTA LEGISLATURE

ST. PAUL, Minn. — Gov. Mark Dayton vetoed a GOP-backed tax bill in a ceremony at a St. Paul elementary school as time ticked down on the legislative session. The location was symbolic for Dayton, who is pressing lawmakers to approve $138 million in emergency aid to schools. He also criticized the tax bill for not offering enough relief to individuals. SPECIAL EDUCATION COSTS

ST. PAUL, Minn. — As a dispute over emergency funding for schools ties up the final week of the Legislature, a big driver of rising costs is special education. Districts spent $2.2 billion on it last year, up 26 percent over a decade. And some schools complain that the state mandates certain costs without covering them. SENT: 130 words.
