WASHINGTON (AP) _ President Bush elevated Kenneth M. Carr, a member of the Nuclear Regulatory Commission, to be its chairman Monday. He succeeds Lando W. Zech Jr.
Carr, 64, a former vice admiral with a 42-year career in the Navy, was appointed to the commission in 1986.
