KAMPALA, Uganda (AP) _ A High Court judge denied bail on Monday for former Vice President Paul Muwanga, who is charged with murder with intent to kill.

Judge Moses Kalanda, however, said Muwanga was free to reapply for bail within one month if the prosecution failed to put him on trial during that time.

Muwanga, 70, has been in and out of jail since October 1986 in cases arising from his service under ousted civilian President Milton Obote from 1980-85. Muwanga, later vice president, was defense minister under Obote when hundreds of Ugandans disappeared without a trace.

The government of President Yoweri Museveni, who seized power in January 1986, set up a commission to investigate such disappearances. But state prosecutors have not yet managed to secure convictions in courts, mainly through lack of evidence.
