RICHMOND, Va. — Virginia election officials plan to meet Thursday to randomly pick a winner in the race for a House of Delegates seat that could determine whether the chamber has a 50-50 Democrat-Republican tie or a one-seat Republican majority. The state Board of Elections will pick a name from a ceramic bowl, following weeks of drama that included Democrat Shelly Simonds winning by one vote in a recount and then a court declaring a tie with Del. David Yancey after allowing an uncounted ballot. Democrats all but erased a Republican supermajority in the House in the Nov. 7 election, as part of a voter backlash against the Trump administration.
