Russia wants Ukraine to talk to separatists on elections
Mar. 20, 2015
UNITED NATIONS (AP) — Russia has circulated a draft U.N. Security Council resolution calling on Ukraine to immediately start discussions with separatists in eastern Ukraine on holding local elections.
The draft, obtained Thursday, expresses concern at delays in implementing a provision of the February cease-fire calling for questions related to local elections to be "discussed and agreed upon with representatives of certain areas of the Donetsk and Luhansk regions."
Ukraine's parliament approved a law granting autonomy to its eastern territories Tuesday, but a number of changes drew sharp criticism from the Moscow-backed rebels and Russia. Foremost among the objections is a requirement for elections — to be held under Ukrainian laws — to take place before the special status can come into effect.
