AUGUSTA, Maine __ Court documents show that Maine's governor has often targeted political opponents in his denial of two dozen routine financial orders from state agencies over the last three years. The financial orders allow agencies to shift money from one account to another. The orders have come to light in a lawsuit seeking the release of over $1 million in campaign funds that Republican Gov.
