Guard Accused Of Smuggling, Including Photos Of Himself, To Cons
Feb. 11, 1987
STARKE, Fla. (AP) _ A Florida State Prison guard faces possible dismissal after his arrest on charges he smuggled contraband to an inmate, including a photo alleged to be of the officer dressed in women's underwear.
Officer Howard Richard Rhine, 40, of Starke was arrested Tuesday and charged with two counts of introduction of contraband into a state prison. He was released on his own recognizance.
Rhine has worked at the maximum-security prison for 18 months.
The arrest came after two inmates told of sexually oriented behavior between them and an officer, according to Assistant State Attorney Tom Elwell. Elwell would not give details of the behavior, but said it was consensual and would not lead to more charges.
Prison investigator Leonard Ball said Rhine is taking annual leave and will likely face dismissal proceedings later.
