NEW YORK (AP) _ Stock prices have started higher on Wall Street.

The Dow Jones Industrial Average was ahead 53 points. Gainers outnumber losers by about two-to-one on the New York Stock Exchange.

The Nasdaq Composite Index was up seven points and the Standard-and-Poor's 500 Stock Index has added four points.

Wall Street is keeping an eye toward Washington, where the Federal Reserve has begun a meeting on interest rates.

Economists believe the central bank will adjourn Tuesday afternoon without having changed interest rates.

The question is whether the Fed will shift its policy bias, indicating it is no longer leaning more toward a rate cut than a rate hike.

The other big item on the calendar is Tuesday's shareholder meeting at Hewlett-Packard.

HP investors are having their say on whether the company should complete its purchase of Compaq Computer. The vote is seen as being too close to call.

In other corporate news, Procter and Gamble and Accenture both have raised their earnings outlooks.
