BEIJING (AP) _ Divers on Monday recovered 14 more bodies of victims of a ferry wreck that killed an estimated 280 people, the state-run Xinhua News Agency reported.

About 100 navy and civilian divers from around the country also found four bodies on Sunday in the icy waters off Yantai, in eastern Shandong province, bringing the total to 136, Xinhua said. The ferry Dashun caught fire, broke up and capsized in a storm off Yantai on Wednesday with 262 passengers and 40 crew members aboard. Only 22 survived.

Towering waves and gale-force winds prevented navy and other vessels near the ferry from getting close enough to save many on board.

Efforts to recover the remains of victims will continue, said a letter of sympathy to victims' families sent by a special investigation panel of the State Council, the highest government body, and the provincial and city governments.

It said an intense investigation was under way and those responsible would be ``dealt with seriously,'' Xinhua reported.

``The letter called on the people to turn grief into strength and work more diligently to promote the country's reform, opening-up and socialist modernization drive,'' Xinhua's report said.
