Rapist Accused of Striking Again

November 5, 1999

DAYTONA BEACH, Fla. (AP) _ A man who served less than half of a 15-year sentence for raping a woman returned to her house, raped her again and tried to stab her, shouting, ``I’m going to kill you for putting me in jail!″ police said.

Louis Brooks, 40, was jailed on charges of attempted murder, armed sexual battery and armed burglary.

Brooks got out of prison in July, having served six years of a 15-year sentence. He was freed because of overcrowding and good behavior, Department of Corrections spokeswoman Frances Marine said.

The victim and the Daytona Beach Police Department were notified about Brooks’ release, she said.

″Our hands were kind of tied on this one because he wasn’t on probation ... If he had been on probation, we would have at least been tracking him,″ Ms. Marine said. ``We are very concerned about this incident.″

The attack occurred Sunday night. Police said Brooks forced his way into the 75-year-old victim’s house with a butcher knife and yelled at her, ``I’m going to kill you. I’m going to kill you for putting me in jail,″ according to a police report.

Brooks grabbed the woman around the waist and tried to stab her. He then threw her on the floor, tore off her clothes and raped her while he tried to choke her, the police report said.

He told the woman that he would kill her if she didn’t give him money. He took her wallet, some jewelry and her house and car keys and told her not to move or he would come back to kill her, the police report said.

The woman was treated and released at a hospital and then went to a rape crisis center.

Prosecutors intend to try Brooks as a reoffender, which would guarantee he serves his full sentence if he is convicted again, said Linda Brinker, executive director of the Volusia County State Attorney’s Office.
