Ohio man accused of skinning dog, posting video

WARREN, Ohio — A man is facing a felony charge of animal cruelty after police say he skinned a pit bull as it hung from a rope and then posted a video of the incident on social media.

Scott A. Winter, 46, of Warren, is scheduled to appear Friday in Canton Municipal Court, the Vindicator reports. He was arrested Wednesday and is being held in the Stark County Jail on a $50,000 bond.

There are conflicting reports on whether the dog was alive or dead when it was skinned. Investigators tell the Canton Repository the dog, which belonged to Winter, was alive, but a detective tells the Vindicator the only images he saw were of the dog after it was dead.

Police tell the Repository the dog was skinned in a home in Canton and the videos posted in early July. The home recently burned down, reports say.

The Repository reports Winter was convicted in November 2016 on four counts of misdemeanor animal cruelty. In April 2017, he was convicted of five counts of failure to register dogs and failure to get them vaccinated for rabies.

WKBN Channel 27 reports Winter’s girlfriend, Vicky Young, also was arrested and has been charged with falsification.
