Developments Thursday related to anthrax cases:

_ The Senate proposes a plan to spend $3 billion to combat bioterrorism amid cries that the nation is woefully unprepared for such an attack. The Bush administration says it supports the concept but considers the Senate bill costly.

_ The American Media building in Boca Raton, Fla., had anthrax spores on three floors, suggesting more than one anthrax-laced letter was sent to the tabloid publisher, health officials say.

_ Health officials say some people given antibiotics because they were exposed to anthrax are at risk of developing the disease because they aren’t taking the full 60-day regimen of pills.

_ Federal securities regulators accuse three small companies of exploiting public anxiety over anthrax and bioterrorism, ordering them to stop making allegedly fraudulent claims that they had technologies to fight them.
