WINONA — A Winona man was arrested Wednesday after dragging a woman through a Walmart parking lot and running over her leg.

According to the criminal complaint, Kevin John Peters, 57, was talking with a woman through the passenger window of his car before driving away with her head still inside.

The victim told police that Peters drove her to Walmart but she did not want him to leave. She said half of her body was still in the car when he started to drive away.

She said she lost her grip, fell and her leg was run over by the vehicle’s right rear tire. When authorities arrived, her leg had sustained an open wound and severe bruising.

When police confronted Peters at his home, he said they had started arguing when he told the victim to get off the car three times, but she refused. After knowing that she had fallen, he said he threw her purse out of the window and proceeded to leave the area.

Peters faces charges of gross-misdemeanor criminal vehicular injury resulting in bodily harm and leaving the scene of a collision. He was released on his own recognizance. His next court date is Aug. 23.
