Lawmaker seeks AG probe of foster child’s death

PROVIDENCE, R.I. (AP) — A lawmaker is asking Rhode Island’s attorney general to investigate the state’s child welfare agency following the death of a 9-year-old girl in foster care.

Democratic Rep. Joseph Solomon, of Warwick, said Friday the attorney general should determine whether there is any criminal liability in the case of Zha Nae Rothgeb, who was found dead in a bathtub at a Warwick home in January.

Solomon is a member of the House Oversight Committee, which on Thursday reviewed a 57-page report from the state’s Child Advocate. The report cited ineptitude and inaction by staff of the Department of Children, Youth and Families as contributing to the girl’s death.

The child, who had cerebral palsy, was being care for by a single mother with seven other special needs foster children.

Solomon called the report heartbreaking.
