Rule to ban giving to panhandlers from vehicles considered
FAYETTEVILLE, N.C. (AP) — A North Carolina city is considering an ordinance that would ban people from giving money to panhandlers from their cars, although some elected officials say that’s not the entire intent.
The Fayetteville Observer reports the Fayetteville City Council has asked staff to draft an ordinance to ban vehicle occupants from giving or receiving items from pedestrians on the roadside.
Council member Tisha Waddell said the ordinance is about street safety, not panhandling.
But the draft ordinance was released under the agenda item “update on panhandling.” At a work session last fall, several council members asked staff look into rules that would stop panhandling.
The attorney for the Fayetteville Police Department said he based the draft wording on an ordinance in Charleston, South Carolina.
