WASHINGTON (AP) _ The Federal Trade Commission said Wednesday it will seek to block the merger of the nation's second- and third-largest makers of glass containers.

It voted 3-2 to seek a preliminary injunction to prevent Owens-Illinois' proposed $750 million acquisition of Brockway, Inc., the agency said.

They are, respectively, the second- and third-largest makers of glass containers for food and other products in the United States, and the commission said it was concerned that the merger would result in reduced competition.

Owens-Illinois is based in Toledo, Ohio. Brockway's headquarters is in Jacksonville, Fla.

Dissenting from the action were FTC Chairman Daniel Oliver and Commissioner Terry Calvani.
