Huntington man arrested on sexual abuse charge
HUNTINGTON — The following information was provided by criminal complaints filed at Cabell County Magistrate Court:
SEXUAL ABUSE: A man was arrested Thursday morning in the 1300 block of Madison Avenue in Huntington after he was accused of grabbing a woman’s breast without consent.
Bill L. Sparks, 58, was jailed at 10:30 a.m. Thursday. Authorities in Cabell County charged him with sexual abuse in the first degree. Bond was set at $25,000.
According to the complaint, the victim told police Sparks came up behind her and grabbed her breast while she was walking through a common area of the apartment building complex reading a newspaper at approximately 7 p.m. Wednesday. She told police she had no prior history with Sparks other than living in the same facility.

Petit larceny, 12:38 p.m. Wednesday, 2100 block of 8th Avenue.
Burglary, entry of dwelling or outhouse, noon Sept. 4, unit block of Fairfax Drive.
Robbery — first degree, 11:30 p.m. Wednesday, 500 block of West 14th Street.
Certificate of inspection and approval, improper registration, paraphernalia, 1:32 a.m. Wednesday, West 20th Street and Madison Avenue.
The following Information was provided by booking records kept at Western Regional Jail:
Roger Lee Akers II, 28, was jailed at 1:05 a.m. Thursday. Authorities in Putnam County jailed him on an active warrant. Bond was set at $7,500 cash-only.
