Apartment complex, duplexes proposed at Reserve at Higgins Creek subdivision
SPEARFISH — Another apartment complex and duplexes are proposed at the Reserve at Higgins Creek subdivision off of Old Belle Road in Spearfish.
The Spearfish Planning Commission Tuesday set a public hearing for Dec. 4 to consider one portion of a request from applicant Ward Development/Dailey Construction LLC for a revision to the development review district concept plan and final plan approval. This portion of the request is to update the concept plan from a “bay home” concept to multi-family, and final plan approval for two multifamily buildings to be built at the north end of a parcel off of Reserve Street. One eight-unit multifamily building would be constructed in 2019, with the subsequent eight-unit multifamily building to follow.
The second part of the request, about which the planning commission desired more information so did not yet set a public hearing, asks for the remainder of the parcel off of Russell Street, originally shown as multifamily and bay homes on the concept plan, to be used for duplex dwellings.
The staff report, dated Nov. 20, describes, “The multi-family parcel illustrates two buildings placed toward the west edge of the property adjacent to existing multi-family buildings. This enables a 75 to 100 foot distance between these buildings and the single family lots to the east. Phase 1 requires a reduction in the south setback between the property line and building from ordinance required 25 feet to 15 feet. The DRD zoning allows the setback reduction. Trees and grassy open spaces are proposed along the west edge of the parcel.”
Landowners within 140 feet of the concept plan approval boundary would be notified of the public hearing, and the applicant was directed to provide additional information about the duplex parcel to the commission at its next meeting Dec. 4.
