NEWARK — The Gateway project is expected to miss a July 14 deadline to move to the next phase in a bid to secure funding under a federal grant program. That’s because the project hasn’t received final environmental approval from the Department of Transportation, three months after local officials submitted their report. Construction on the tunnel had tentatively been planned for mid- to late 2019. By David Porter.
