WINTER WEATHER

MINNEAPOLIS _ Heavy snow and gusting winds have created blizzard-like conditions across the Upper Midwest. The weather prompted officials Monday to close hundreds of schools, courthouses and businesses, and ground air travel. Even snowplow drivers are having trouble keeping up with conditions. More than a foot of snow was expected in parts of Wisconsin and Minnesota. Once the snowstorm is over, forecasters say record cold is expected to settle into the region. SENT: 340 words, photos.

BOOKS-CARNEGIE MEDALS

Rebecca Makkai’s novel “The Great Believers” and Kiese Laymon’s memoir “Heavy” are this year’s winners of the Andrew Carnegie Medal for Excellence. The fiction and nonfiction winners were announced Sunday during the American Library Associaton’s annual winter meeting in Seattle. Makkai and Laymon each will receive $5,000. By Hillel Italie. CATERPILLAR RESULTS

DEERFIELD, Ill. _ Caterpillar swung to a fourth-quarter profit but is still far short of Wall Street projections and shares are falling before the opening bell. The company took a hit during the same quarter last year on a hefty charge related to tax reform. Shares tumbled 6 percent in premarket trading Monday. SENT: 140 words, photo.

—OVEREDOSE DEATHS-MADISON COUNTY: Madison County in southern Illinois set a record in 2018 with 109 drug-related deaths.

—TAX FILING SEASON-ILLINOIS: The Illinois Department of Revenue says the state’s tax filing season is underway.

—NIU ENROLLMENT: Northern Illinois University has a new enrollment plan that aims to have 18,000 students by fall 2023.
