Border Patrol agent charged in San Antonio with producing child porn
A Border Patrol agent stationed in Uvalde was charged Friday with producing child pornography after agents raided his home west of San Antonio.
Vernon Lee Millican, 36, is accused of sending sexually suggestive texts to a 13-year-old girl who had moved from Texas to another state, according to a criminal complaint affidavit filed against him in federal court in San Antonio.
The girl revealed to investigators in Oregon that Millican had sexually abused her for years, made her perform sex acts on him while he watched pornography and took nude photos of her, the affidavit said.
Oregon authorities contacted U.S. Customs and Border Protection, and it referred the case to the Homeland Security Department Office of Inspector General, which opened an internal affairs case into Millican. The OIG brought in the FBI in San Antonio, which raided his home in Leakey on Thursday, found some of the photos on a memory card and arrested him.
The agent, likely to lose his job, has been with the Border Patrol nine years.
“U.S. Border Patrol will continue to work with our law enforcement partners,” Customs and Border Patrol said in a statement. “CBP stresses honor and integrity in every aspect of our mission, and the overwhelming majority of CBP employees and officers perform their duties with honor and distinction, working tirelessly every day to keep our country safe.”
The affidavit describes a series of text, photo and video messages between the girl’s cell phone and a contact in her phone listed as “P.”
In the text messages, “P” made references to working at a checkpoint, and chasing a “group” and contained selfies of “P.”
In another text series, “P” sent a message, with emojis, that signified him performing a sex act on the girl, according to the affidavit.
The court document also said “P” sent a photo of a Border Patrol logo that appeared to be a woodworking project and another selfie.
The selfies helped identify Millican, who appeared in federal court Friday and was ordered held pending a bail hearing next Wednesday.
The affidavit said the girl told investigators that Millican had sexually assaulted her since she was about 6 years old, until she was about 12.
Millican forced her to masturbate him and to watch porn, including “daughter-daddy” type, while he masturbated, the affidavit said. He also showed the girl videos of him having sex with various women, and slept nude with her. She awoke to find his private parts touching hers, according to the affidavit.
During the search at Millican’s home, the FBI found a memory card in a camera with four photos of the girl with her privates “lasciviously displayed” and a cartoon character drawn on her inner thigh, in a sexual manner toward her private area.
Millican faces up to 30 years in prison without parole if convicted.
