MINNEAPOLIS — Key members of Congress and farm groups are trying to change a portion slipped into the federal tax overhaul law late in the game that gave a tax advantage to farmers who sell their crops to cooperatives instead of private companies. Observers say the benefit was unintentional. But it's not clear yet whether a fix is politically possible given the partisan atmosphere on Capitol Hill, and that changing the law likely will mean exchanging one set of winners and losers for another.
