Browns’ Policy Meets NFL Council

BEREA, Ohio (AP) _ Cleveland Browns president Carmen Policy said he appeared before the NFL Management Council that is looking into alleged salary cap violations by San Francisco when Policy was with the 49ers.

``Technically, I’m not permitted to comment, but I can tell you I voluntarily appeared before the entire management council and staff to explain the situation first hand and answer any questions they might have,″ Policy told the Akron Beacon Journal in a story published Wednesday.

Policy appeared before the council last week in New York.

The league is investigating whether the 49ers violated the salary cap when Policy and Dwight Clark, now Browns director of football operations, were in San Francisco.

Policy was the 49ers president and Clark was the team’s general manager. Policy left San Francisco for Cleveland in 1998 and Clark followed him a short time later.

The investigation could be resolved within the next month, although Policy said he would not agree ``to any settlement that would send the wrong message.″
