SIOUX FALLS, S.D. — A perennially unsuccessful conservative prize, so-called constitutional carry legislation, is likely to enjoy revived prospects under incoming South Dakota Gov. Kristi Noem. The Republican governor-elect has previously offered support for a measure allowing people to carry concealed weapons without a permit, legislation that has run up against outgoing GOP Gov. Dennis Daugaard’s veto. Constitutional carry supporters say such a bill is likely in 2019, and they’re optimistic about its chances with Noem in the governor’s office. By James Nord.
