PHILADELPHIA (AP) _ Two men were shot after an argument broke out on a city bus before dawn Monday, police said.

``Two guys were arguing and the next thing I know, one guy pulled out a gun and started shooting,'' witness Vanessa Jenkins told WCAU-TV.

Brishen Welsh, 24, was charged with aggravated assault and lesser charges. He was being held without bail and could not be reached for comment. Police said Welsh does not have a lawyer, and one has not been assigned.

He was accused of shooting James Bennett, 28, after the two scuffled. Bennett was in good condition.

Gregory Rehrer, a 34-year-old bystander who was also hit, was in critical condition.
