NEW YORK (AP) — Stocks struggled to a mostly lower finish on Wall Street as losses for banks and energy stocks offset gains elsewhere in the market. The Dow Jones Industrial Average fell 74 points. The S&P index fell 4 points and the Nasdaq composite rose 3 points.

WASHINGTON (AP) — A federal appeals court has that the Trump administration endangered public health by keeping a widely used pesticide on the market despite extensive scientific evidence that even tiny levels of exposure can harm babies’ brains. The Environmental Protection Agency has been ordered to remove chlorpyrifos (klor-PEER’-ih-fahs) from sale in the United States within 60 days. Chlorpyrifos was created by Dow in the 1960s and remains among the most widely used agricultural pesticides in the U.S.

BISMARCK, N.D. (AP) — The company planning an oil refinery near Theodore Roosevelt National Park in western North Dakota is asking state regulators to dismiss a complaint filed by environmental groups over the site. Meridian Energy Group made its request on Wednesday, arguing that a three-member commission has no authority under state law to wade into the dispute over the Davis Refinery. The park is the top tourist attraction.

JACKSON, Miss. (AP) — The management company of 270 KFC, Pizza Hut and Taco Bell franchises nationwide has agreed to provide sensitivity training at those outlets following a May incident at a KFC in Mississippi in which a deaf woman felt she was being mocked. The Clarion Ledger reports Disability Rights Mississippi, a nonprofit corporation that advocates for people with disabilities, said it reached an agreement.

WASHINGTON (AP) — The indictment of GOP Rep. Chris Collins on insider trading charges is drawing new attention to the freedom members of Congress have to serve on corporate boards or to buy and sell stock in industries they’re responsible for overseeing. Collins has denied any wrongdoing stemming from his involvement with a biotechnology company. He was a member of the company’s board of directors. The arrangement isn’t a violation of the law, but one that can create the potential for a conflict of interest.
